Stone stadiums banned it. Some restricted it to VIP lots. Some require tickets to the game and you have to wrap it up early.
The billionaires hate to see a revenue stream missing.
Also - the players get paid per game. You get a career ending injury, you don’t get paid anymore.
Also the careers for most players are extremely short, and they need to move around a lot. So they can’t even establish in a city to have a community or goodwill after their extremely short career.
There’s not even any nationalism. Everyone on that field is doing it for the money, as winners indirectly make more money. The owners as well.
But because the teams have a City name, the people of the city act like they are representatives. Barely anyone on the team grew up there or has lived there for more than a couple years.
Requiring players to be from the city they play in might be an interesting league experiment.
But America being America it would result in something terrible as a result.

Sports are good, professional sports as an industry is the opiate of the masses and this is the objectively correct take
The amount of ads and commercials plastering usain sports is insane. Ads on and around the field, ads announced in between plays, ads all over the commentators' desks, every single goddamn stadium is owned by some corporation and the commentators always have to remind you they're at "Comerica Park" or "Citi Field" or "Metlife Stadium" or whatever. To say nothing about the obnoxious number of awful commercial breaks in between plays. I only ever watch sports when I'm visiting family and the commercialization of sports gets more intolerable every year. The ratio of ads to actual sports plays exceeded 1:1 a long time ago.
Back when I occasionally watched sports I would watch pirate feeds that would blank out the commercial breaks with a waiting screen, which is pretty nice.
