Then they stop, or make it difficult for felons to vote.
Because they dont want any poor people deciding who's in charge.
Pretty sure sleeping rough isn't a felony, though I could be wrong.
Anyway, disenfranchisement isn't a bad idea in theory, iff felony crimes are serious enough that one should forfeit participation in civil society. Also requires adequate checks on the judiciary. We don't have a stellar track record on either of those, though.
Depends on the state. A few years back TN made the news because a lower court ruled it would be an 8th amendment violation, but the State SC overruled and made it a felony.
So... Yeah its a felony sometimes.

you're right, it's not a felony. They just get displaced if they stay in the same spot for a few weeks.
