Makes no sense when the US is a net exporter. Then again something similar happened before https://www.reuters.com/business/energy/saudi-arabia-imports-record-russian-fuel-oil-june-trade-grows-2023-07-13/
It's kind of weird, Canada is the same way. We export energy in the west, but we import in the east. There's no infrastructure to ship energy across the country.
