According to Hans-Kristian Arntzen, a prominent open-source developer working on Vkd3d, a DirectX 12 to Vulkan translation layer, Starfield is not interacting properly with graphics card drivers.

Wait until you find out that the latest cod is still on an engine that was built on the Quake 3 engine.

Engines get updated, they don't get thrown away and started again as that would be ridiculously stupid.
