Is that the right address? I get an "error: could not find a user with that id"

Mm, not sure. When I click that link from my wefwef "app", I see the community as expected. From what I understand, that syntax should work from any Lemmy instance. You should be able to search for it locally since you are on the same instance as that community. Sorry I can't be more helpful.

Edit: In a browser, clicking the link takes me from https://programming.dev/comment/607529 (this post relative to my local instance) to https://programming.dev/c/[email protected] (the boostforlemmy community content that is synced to my local instance).
