Ok, so I was actually right with my initial though the map is wrong.
Florida.
From the 1750's until the 1790's this was the domain of Basque land pirates. Portuguese traders would avoid this route for fear of the Basque pirates, instead opting the longer route to Venice through Gibraltar, along the North African coast, and into Sicilly.
