There's often a lot of overlap between ethnicity and nationality, but they're not mutually exclusive. In this case, Russian can apply as both. There are a lot of non-ethnic Russians (non-Slavic, even) who are native to Russia, and there are linguistic/cultural/genealogical differences which separate Russians from other Slavic groups.
It's definitely an ethnicity, at least. The distinction between what counts as one race or another is often incredibly arbitrary, and there's not really much difference between hatred for a "race" and hatred for any given ethnic group.
As an example, people in Japan are generally discriminatory against Chinese people, which I'd still describe that as racism even if both have the same "race" of Asian.
I thought the same thing when I saw another article talking about the Pixel Watch 5.

According to a quick Google search, that one was a different Pulaski: Ed Pulaski who created the tool in 1911.
But Ed Pulaski's Wikipedia article states he claimed to be a descendent of Casimir Pulaski, so it's the same family line if so.
Upvotes and downvotes are not private. You may have to jump through a few hoops to see the information, but user IDs are attached to every upvote and downvote sent across the platform.
Kazimierz Pułaski is also the same Casimir Pulaski of Casimir Pulaski Day fame (both the holiday and the Sufjan Stevens song).

Different tables have different objectives for sure. Some groups are in it for the collaborative storytelling (more role-playing than game). Others want the combat and builds and strategy (more game than role-playing).
Helps to iron that sort of thing out in session 0, but definitely frustrating when not everyone is upfront about what they want.
It's a good thing that there are no Puerto Ricans living in the continental US who are eligible to vote. Like, imagine if there was something like a 2-to-1 ratio of Puerto Ricans in the US as those on the island? That'd be craaaaazy.
