He and his tech bros invent the glider, the hot air balloon, and the steam engine. They are all useful for the great games in the Coliseum
How are there still barbarians on the map that late in the game?
They spawn on isolated strips of land at the poles where nobody bothers sending land units.
If you are looking for real world inspiration for late game barbarians, I think it represents Somalia pirates and organizations like Boko Haram, Taliban, ISIS etc.
