This move is specifically described in Project 2025. The next step is that he will gut the DOJ, appoint his people, and have them pressure, remove, and prosecute any local DA who doesn't get in line.
The goal is to force very part of the legal apparatus to get in line with the fascist agenda.

realistically any real attempt to mass deport illegals would require
a) the involvement of the military
b) a dramatic increase in the size of ICE
