My parents just finished doing my room downstairs, that's basically where I have my setup. Problem is: there's about 8-10 meters from my router to my PS4 and PC and at least 2 of them are cement. WiFi here is terrible. I was playing just 10 mins ago and I was teleporting in the map every 20 seconds. Ping is high asf and download speed is low asf. What can I do? I can't really drill anything into the wall. And can't really spend much, I'd say 90€? I am completely unsure this budget would really give me anything but I'll try.

Run an Ethernet cable along the walls between the router and your PC.

Either along the floor, or along the ceiling.

Here is a 20 meter one for under 10€

What could I keep the ethernet cable stable with? I don't want it running through the middle of the house so I'd need something to keep it stable on the floor

Depends on what you can mount it to.

There exist various kinds of cable clips and mounting devices. Some that use adhesive, some that use screws, staples, or nails.
