I've seen some around in my city. You can spot them because they are completely plastered in makeup. It looks incredibly unnatural in person but gets filtered out by the camera.

Forever 21 is actually one of the cheaper brands. They have lots of tiny impulse things near the register that are cheap. It is weird to go to forever 21 just to buy a single $1.35 item though.
