I have something similar in our house. It’s hiding the hvac duct because of a load bearing beam blocking the duct from running in a perfectly straight line.

To dampen noise?
It's almost certainly hiding vents or pipes that needed to be routed there. As for the carpeting, somebody no doubt thought it would be cool, or else if for sound dampening.

I don't at the moment, I just left and roommate and I were talking about it. I'll get one later but it's literally like a stair step, one single step, covered in carpet. Covers the whole bottom of the linen closet.
Could it be hiding pipes? Is there a sink or bath behind this closet?
I'm guessing this is it. Pipes or vents.
It is a linen closet, but all of the plumbing should be... Not there. It's opposite the hall from the bathroom, and the plumbing fixtures in the bathroom are on the furthest wall, it wouldn't make sense, at least to me.
Someone else mentioned HVAC and that makes sense with where the air filter is installed. Now, why the carpet.

Because up until the mid-to-late 90's everything was carpeted. I too have seen many of these "closet steps" in my day.
If it's anything like my house, they probably carpeted it because they were too lazy to plaster and paint
